We rejected the masterplan model as a zoning diagram. Instead we propose a system that is common to the citizens of Veliko Tarnovo, an artefact of civilisation made up of architecture, infrastructure, and landscape. New Urban Centre of Veliko Tarnovo to be the outcome of the cultural, political, social, and aesthetic achievements of its citizens. It reflects the moral and ethical values of the land, that is, the way its inhabitants live and the way they want to live.
Therefore, we first attempt to define what is common to all, the reductive element of the city as an effective heuristic device through which to locate commonalities, both abstract and concrete. The goal of a search for what is common in architecture is not formal or tectonic likeness but instead commonly held ideas that invest architecture with a social and political role.
